The Ellipse Tool has controls that allow entering values for size of the path.

If you need to size the circle including the width of the stroke (outline) you can make a circle with a stroke, then use the controls for the Select Tool to size the object. Preferences>Tools ( Shift+Ctrl+P) should be set to show the "visual bounding box".

One other possibility to at least specify the radius:
-Draw a circle with some diameter
-Select the circle
- XML-Editor Ctrl+Shift+X
-Mark the parameter "r"
-Enter a new value below and press "Set" button
