ho do i create a blackout layer of an image

I am triying to create an image for my cricut "paper cuuting machine" to cut for my scrapbooks and i need to create diefferent layers including a blackout of an image and also a shadow layer. How can i do this?.....thanks in advance....;-)

Open the image in GIMP. Make a black and white blackout mask out of it. Open it in inkscape and trace it using Path->Vectorize bitmap (or similar, third item). Then simplify the path if needed (Ctrl+L) and blur it for shadow.
