How do I blur an imported image in Inkscape?

I am importing a pic from the net and want to blur it - how do I do this?

1.select your image
2. Extensions menu>Raster>Gaussian blur

or
B.
1.select your image
2.Object menu>Fill and Stoke (Shift+Ctrl+F)
3.assign a fill color (it won't appear on your image)
4.move the blur slider
