Closed paths and "raise to top", or converting paths to shapes.

I created a closed path w/ pen tool, and a rectangle shape on top of that. Would like to "lower to bottom" the rectangle shape but it won't let me. Do the "raise, lower" commands only work work w/ 2 shapes and if so, can I convert the closed path to a shape?

are you sure your path and rectangle are on the same layer?
