Path Outset CTRL+)

I have attempted to research this as much as possible before asking my question here. When I attempt to use Path > Outset, the command won't work. I have been able to use this function successfully for several months however it is no longer working. I recently updated Inkscape (to v11 I think) but was able to use this function once since the update. I am using a Mac.

Here are the details:
I import an SVG to inkscape.
I then select the SVG, click Path, click Outset
Nothing happens

After researching I have also tried the following which I referenced here:

Import and select the SVG
Path > Object to Path
CTRL+SHIFT+G to group
Path > Union

I have also read and re-read the Inkscape Manual regarding Path Offset Commands here, but cannot seem to figure out why this has suddenly stopped working for me:

I am not one to play with settings or change things without an understanding of what I am doing so I have not changed any settings in Inkscape after installation. Since I was able to successfully complete Path Outset up until recently I have had no reason to change any settings.

Update: After importing my SVG, the bottom of the screen reads:
"Group of 1 object in layer Layer 1"

 I select Path > Object to Path, and at the bottom of the screen it reads:
"No objects to convert to path in the selection"

I am not sure if this information is relevant but I thought it might help. Once again, thank you!

Yes, the group must be un-grouped first.
