In the Fill and Stroke (Shift+Ctrl+F) panel, you'll see a field labeled RGBA, type it there and add ff at the end (68215bff), the 2 letters you added are for the alpha channel to control opacity. If you put only 68215b you will see nothing because the empty alpha value will be interpreted as 0 which is .. transparent.
