create a file for a stencil to be cut

I am new to inkscape and vector programs and I want to create stencils I'm not sure where to start

do you want to draw it from scratch or to do it from a picture?

you can use this tutorial if you want to do it from a picture:

the first steps to prepare the picture can be done in gimp or photoshop the same way.
when it comes to the illustrator part, simply go in Inkscape to the Path menu > Trace bitmap... (Shift+Alt+B), this is the equivalent of the live trace in the tutorial. To get more information on the trace bitmap tool, in go to the Help menu> Tutorials> Inkscape: Tracing.
