inkscape directory empty when building on win32

I am trying to build inkscape 0.47 development version on win32 from the svn source. btool seems to run successfully, but the inkscape directory created is empty. How can I find out what's going wrong and fix it?

The last entry in compile.lst is for "File : src/xml/subtree.cpp", there are plenty of warnings in compile.lst, and one set of errors: "error: 'cairo_text_cluster_flags_t' has not been declared".

It turns out that this was caused by the fact that my C:\devlibs folder was not up to date with the svn version. I have updated the wiki page"Win32Port" to add this step.
