How do i change the size of a picture that i import to my draw?
I am trying to put a picture in the size of A3 paper (297 × 420 mm), so What tool do i use to modify my picture?

you have 2 options in inkscape
a)
1.select your picture
2.pull the little arrows that appear in the corner of the pictures holding the control key, until you reach the desired size

b)
1.select your picture
2. enter the size in the tools control bar under W(idth) and H(eigth)

or you can prepare your picture in gimp for example, resize it to your needs and then import it in inkscape

WHEN i want to print in A3 size, the image have to be anywhere in the screen or in the center ?
