Why is it when I save a file as a svg it goes to panit shop

I am wondering why when I save a file to svg it changes it to a paint shop image and I can not import it into the program I am trying to use it in.

In which program are you trying the svg-import? ... (I don't understand if you are trying import back to inkscape or to different program)

Right click on it, choose "Open with..." and pick inkscape from there.

That's strange :-). Does it work regular way? - Save image as svg, close inkscape, open inkscape, select file->open or file->import ?
Try running inkscape from terminal ... some messages are being written there when problem occures ... maybe it shows something ...

Ok, I misunderstood your problem.
Print the message here, you most probably have non-unicode characters there in text strings. Known bug, by now you have to correct the file yourself, but we can give you hints if you give the exact error.
