Does it work with other apps in Ubuntu 8.10, if so it should with Inkscape. If not then you have probably a driver issue and should address it to http://ubuntuforums.org IMO, this is not a general support forum.

Incidentally I have no idea from your question who makes the item, is it GRC or HPGL or are those other vinyl cutting terms, is the 50 a model number, how old is the machine, does it work in another OS???

HPGL is HP Graphics language. A convention of command text that was a standard for pen plotters.

GRC 50 Would be a Make and model, though unfamiliar to me.

I have a pen plotter that works well with Ubuntu 8.10, plotting any HPGL format (*.plt) file from the comand line.
When connected to a Windows machine, plotting is done reliably from Autocad using a HP7550a plotter set up.
The HP 7550 uses HPGL command language.

A direct output of "Save as" or "Export" to the HPGL file format would be a useful thing.

I gather HPGL output is in the 0.47 version courtesy of sk1's Uniconverter. It certainly appears in the save-as menu.

With this description of Uniconverter, I don't see that HP-GL support is available

"UniConvertor is a universal vector graphics translator. The project uses sK1 engine to convert one format to another. It has an import filters for: CDR, CDRX, CDT, CMX, AI, CGM, WMF, XFIG, SVG, SK, SK1, AFF and export filters: AI, SVG, SK, SK1, CGM, WMF."

Do I miss something?
