display guide lines in Inkscape

I am trying to display guide lines as I follow the turtorial on creating the European Flag. I do not see or am unable to create the guide lines. I am using Inkscape 0.46.

I guess this is Tavmjong's tutorial (http://tavmjong.free.fr/INKSCAPE/MANUAL/html/AShortExampleEU.html)
Everything seems to be (as always) well described.
The only thing that is not said is that you need to show the rulers (View>Show/hide>Rulers or Ctrl+R) in order to drag your guides.
