You don't need to download a localized version of Inkscape.
I don't know what's your operation system, but if you're a Windows user, you can choose your language during the installation process. If you unchecked the translations box, you only get English. If not, you should already have German installed.

But it may also be due to your operating system default language, which is used by default by inkscape.
