Why does default.svg scale in 0.92x use mm and scale of 1?

What I'm seeing on a number of machines with .092 installed, is that the default.svg is set to display units = mm with a scale of 1.

I believe this default scale is incorrect, or at least very confusing and problematic for output to cad and Inkscape symbol libraries.

(The 0.91 machines within my reach have default display units = px with a scale of 1. I believe this is correct, for this version.)

IMHO: The default.svg for 0.92 should have default units = px with a scale of 1.

When set in this fashion, output to dxf, and symbol libraries scale properly across documents. CAD users outputting dxf simply change display units to mm or in and needn't change the scale value.

Am I missing something?
