Inkscape has some support for DXF and HPGL input/output.

If you would like Inkscape to import a Sheet Cam file, then probably the best thing to do is submit a bug report at https://bugs.launchpad.net/inkscape
and also attach a typical Sheet Cam file that you would like to import
