inkscape crash on raster effects

Newbie to Inkscape: Went through questions but do not see an identical problem.

Installed 0.46

On both my XP and Vista machine, I import a reasonable .jpg (say 4 MB plus) and then try to apply EFFECTS > RASTER > BLUR ( or in fact any of the other effects).

Either nothing happens or the thing hangs and eventually crashes with a report stating something like " Inkscape has encountered an internal problem and needs to close..." and then it goes through the usual windows error reporting sequence. There is no error code given.

Am I doing something stupid or am I the only one with this problem because it seems nobody else reports anything similar?

This is bug. Please report this as such, so developers will read this. See red link "Bugs" on the upper bar.

Can you help with this problem?
