how do you save a bmp file to svg

I am trying to change a bmp file to a svg file so it can be opened up in my cricut program "Sure cuts alot"

You can embed bmp file as bitmap image, but this is rarely the case.
The thing you may be after, is tracing. See "Trace bitmap" in menu "Path" and experiment.
