I want to draw a table with some numbers on it. Do Inskcape have a function to create tables ?... Or How can I create a table ?...

You can use the grid effect (effect > render > grid) or you can create an array of clones of one cell using the "create tiled clones" command.
Another way is to create a single cell, create copies of the total cells you need and arrange them into a grid layout using Object > rows and columns
