create a circle
convert it to a path with "Path|Object to Path"
(here comes the "inside" trick)
use "Path|Reverse"
create some text
select the text and the circle
use "Text|Put on Path"

You should be able to reverse the path on existing text-on-path to flip it from inside to out and back.
