You can use UniConvertor to convert .cdr files to SVG: http://sk1project.org/modules.php?name=Products&product=uniconvertor

It's possible to set this up so that you can open .cdr files from within Inkscape (but to do that on Windows I think you need a development build of Inkscape).

I don't know of a way to export to .cdr. But recent versions of CorelDRAW should be able to open SVG files anyway.

The way I convert CDR files into Inkscape is that I make a PDF of the CDR file then open the PDF in Inkscape. When Inkscape asks if I want the font imported as text or curves, I select text if I have the same font or similar font. It has worked great for me.
