How to start to develop new feature

Hi there!

I'm new to working on opensource project. I want to develop new inner extension of inkscape.

Feature should do: 1) Make pathes connectors (meaning not tool, but path with special attributes in inkscape namespace); 2) Connect the nearest object to one of endings of new connector.

I want to do it fast (as possible, course) -- this mean I want to do it efficially, you know. And want to publish my results for the sake of humanity.

Can I found collaborators/ helpers and How to find they, if so?
What the best approach to satisfy my goals ?

Ok, it's quite a different task )) I will develop and as background task later will connect with developers.
