In 0.92 how do I completely disable snapping

I am using Inkscape 0.92 15299

I can see that snapping may be useful in some areas but, I find it very irritating and would like to 'completely' disable the function.
I have tried:
     preferences - no disable
     document properties/snap - no disable
     align and distribute - no disable

Please help

Snapping is controlled in the snapping bar (usually to the right). The first button in the bar enables/disables it (keyboard shortcut : '%')

Thank you very much - I had my task bar set on the right of my screen and this was covering the snapping bar...................
