how do I create an icon using inkscape

What file format do you mean? ICO? PNG? PXM? Icns?

I see. Well, Inkscape currently doesn't save to this file format. My suggestion would be to save to PNG and then use some other tool to create a favicon.ico file. http://www.favicon.cc/ looks like a good on-line tool for that job.
