You'll need to set the default styling for the different object tools so that they don't include a fill. You can do that by going to the Inkscape Preferences (Shift+Ctrl+P), expand the Tools tree item, expand the Shapes tree item. Now you'll see the different shape tools, and you can choose a default styling for each. The easiest way is to create an object and give it the style you want to use as the default for the shape tools. Then select it and for each tool preference, click the "Take from selection" button.

Again my thanks to Kurt Hutchinson for responding to my question of how to
draw a closed object without it being filled. But I am having trouble
following his directions. When I go to Preferences I see a panel on the left side
where Tools is already expanded (I am using version 0.46). Shapes is also
already expanded. If I select, say, Rectangle I get a panel on the right side of
the screen showing a long blue fill bar and under that a black stroke bar
with a number 1 beside it, indicating I guess that lines will be one pixel
wide. The only choices I see are "last used style" and "this tool's own style" I
see no way to get rid of "fill". What am I doing wrong?

Incidentally, I would like to permanently set the stroke width to 6 pixels
(because of my poor vision). I know how to do this via the stroke style box
but it reverts to 1 pixel every time I attempt a new drawing. This was my
question #41997 which has not yet been answered. I assume it has to do with
setting defaults, as in fill.

Please read and follow all of the instructions if you want help. I'll quote the part of my previous answer that tells you how to change the style to another one:
