One way might be to copy (Ctrl+C or Edit > Copy) the shape with the desired stoke width then paste the style (Shift+Ctrl+V) of the style onto the shape you are reworking.

(Pasting the style of a shape isn't answering your question about how Inkscape can remember your selected stroke width, per se, but Shift+Ctrl+V might be a useful shortcut until you find the exact answer you need.)

Another way might be to go to your Inkscape Preferences (Shift+Ctrl+P or File > Inkscape Preferences). Go to Tools > Shapes and select an object type (e.g., ellipse). Then select Last used style.
