SVG Symbols in inkscape

How do I take avdantage of svg symbols using inkscape?
I want to use same drawing few times in the same svg file. I want this drawing to be defined in a <defs> element and the intances in a <use> element.

You can create 'use' elements, which Inkscape calls "clones": Edit -> Clone -> Create Clone

However, the original won't be in a 'defs' elements (although you can easily move it there using the XML editor), and it won't be a 'symbol' element.
