Unicode Character Toolbar

I was wondering if it would be possible to create a simple (but customizable) toolbar for quickly inserting unicode characters. I think it would be great to be able to quickly insert special characters with a click rather than having to type CTRL-U 03c0 every time you want a greek "pi" (which for a mathematician happens fairly often).

Would this be a major feat? Would anyone be able to implement this?

I can make graphical mock-ups if this does not make sense.

If you happen to run GNOME, you have a panel applet called "charmap" there that does exactly what you want: you just click a button with your character, move you mouse to Inkscape's window and press Ctrl-V in the currently active text frame.
