Hi Kim,

to do this in a precise way you could, for example:

1. create a rectangle of any size
2. set a stroke color (Object -> Fill and Stroke -> second tab: Stroke color)
3. optionally remove the fill color (first tab, X button),
4. set the width of the stroke in the third tab
5. select the bmp image
6. Hit Ctrl+C to copy it to the clipboard
7. Select the rectangle again
8. Go to Edit -> Paste Size -> Paste Size to make it the same size as the copied bmp image
9. Put the frame behind (or in front of, if you removed the fill in step 3) the bmp image using the stacking order buttons or the PgUp/PgDown keys
10. Center-align both objects by selecting them, then hit Ctrl+Alt+H and Ctrl+Alt+T to align both objects to each other (for more control, use the dialog at Object -> Align and distribute).

If you don't care about precision and want to be real quick, you can also just create a rectangle that is a little bigger than the bmp image, and put it behind the image.

Kind Regards,
 Maren
