Cant draw a star always draws polygon

Inkscape .91- Windows 10 with 64 bit system. . Have reloaded and run repair. It draws a polygon with 10 sides even though the star icon is checked. Draws polygons fine but no star. Also cannot transfer from one layer to the next even using instruction correctly.
Do I have something set wrong or what's wrong?

Hi Emil,

- Stars: maybe your star settings are off? Try if clicking on the 'reset parameters' button in the star tool's tool control bar helps.

- Layers: Make sure your layers and objects aren't locked, then, if it still doesn't work, post a step-by-step of how you transfer objects from one layer to another, and also a link to a file that exposes the problem (attachments do *not* work, use a file hoster, like google drive or dropbox).

You can also try if cutting out the item, then switching to the layer where you want it to be, then pasting in place with Ctrl+Alt+V works.

Problem with star: I finally figured out the spoke ratio has to be larger than zero. Something like .3 or larger. Still can't transfer between layers. No both layers are unlocked.

If you want help with that, please add a link to the file, try the suggested workaround and describe how you try to move objects from one layer to another.

For me, selecting them, then pressing Shift+PgUp or Shift+PgDown works. Sometimes, the layers dialog doesn't update, or behaves strangely. Then saving, closing Inkscape, starting it again and retrying usually works for me.
