Unable to open program

I believe that I followed the directions correctly, but maybe not. I installed the Quartz and restarted my computer (MacOSX) and then installed Inkscape. but got this window when I tried to open it
"Inkscape" could not be opened because it is from an unidentified developer.
Your security preferences allow installation of only apps from the Mac App store

So, I went into my security and said to allow it and it still won't open because it says it is not responding!
Do I need to run XQuartz first?
