where do I put feature requests?

Where should feature requests go? The link on the main inkscape page goes to the submit bug area. Blueprints sounds like it should be the place, but that might be too "official" for a request. Questions also seems ok, but not necessarily seen by the developers.

For instance, it's easy to get the SVG scalabe in (X)HTML by adding a few tags that aren't there by default. So I added a blueprint at https://blueprints.launchpad.net/inkscape/+spec/allow-browser-resizing . However, I'm not sure that is the right place to put it.

Any ideas from the inkscape team of where they "should" go for best visibility and consideration?

You got almost everything right. The best place to request something is at the bugtracker, specially if you know it's something that can be accomplished without much discussion. If you need to explain in deep what you are requesting, with examples, images, diagrams, comments, etc. a blueprint is best.

Ah, that's a good distinction. Well, since I don't really know any side effects of adding them as default and there are multiple implementation ways to do it, maybe blueprint was the right way to go. It might need a little discussion, but not lots.
