I really don't know if Windows version of Inkscape supports uniconvertor for importing cdr files, but following the instructions at the sk1 site, it looks like you forgot to install PIL (Python Imaging Library) on top of Python. PIL is required to run uniconvertor.
Once you have everything installed you should be able to run uniconvertor from command line to convert files or (maybe, I'm not sure because I don't use windows) import the cdr files directly into inkscape.

In Linux just installing uniconvertor is enough and you can import cdr files directly using the import command (please notice that the versions supported are from 7 to X4, not previous versions) .

I hope this helps, good luck!

Oh, and I forgot this:

Once you have Python Mini, PIL and Uniconvertor installed...

"Please check that your Python directory and \Scripts directory are in system path. If not just add they in "My computer->Properties->Advanced->Enviroment Variables" for "Path" system variable."

(from the sk1 site)

Another way to get around this is to output the CDR file to a PDF. Open Inkscape and then open the PDF. A Conversion box will appear asking how to import the text as text or curves. If the font you have in the CDR is on your system, use the Text option, otherwise use Curves. Click OK and the PDF file should open up in Inkscape allowing you to edit it.

I am lost. I can't even install UniConvertor.
I also have Inkscape 0.46 and Vista (64x)
I installed Python 2.63 into the Inkscape Python directory C:\Program Files (x86)\Inkscape\python\
It overwrote what was already in that directory.
But when I try to install Pil 1.16 into C:\Program Files (x86)\Inkscape\python\Lib\site-packages\ I have an error message that PIL-1.1.6.win32-py2.6.exe has stopped working and the installation must close.
Please what did I do wrong?

Also, I have no idea what is the proper syntax to add the Python directory and \script directory in the environment variables

Thanks for your help

ps: my cdr files are 11 and x4
