I need a simple way to trace over a picture using a separate layer and then save that layer. Maybe this already in Inkscape - I've just downloaded and just started using ... so need to follow curves etc as per the picture I'm tracing which includes a lot of moebius type curces

Import your picture into Inkscape and lock the layer so you can't move the image accidentally. Open the layers dialog (Layer > Layers...) and add a new layer, this will be your working layer. Now you can start drawing using Pencil, Bezier or Calligraphy tool or you can automatically trace the image using Path > Trace bitmap.
