how to make the format of a banner?

I want to make a banner that has cartoons and images in it. However, I there is no window that would help me to put the dimensions of the banner and the images in it, so that a blank format of a banner would open (as is the case in case of a perfect bound cover)as per the dimensions provided by me.

You can set the page dimensions in the Document Properties dialog (Shift+Ctrl+D).
