If the PDF was created by Inkscape and you're re-opening it in Inkscape, all objects in the PDF will be grouped together. Use the object selection tool to select them and then choose Path-Ungroup from the menu bar. After that you will be able to use Inkscape's text tool to edit the text.

If the PDF was created by some other app, often you can use the text tool straight away to edit.

For documents with lots of text, it's often better to edit with Adobe Acrobat, if you've got it, since Acrobat usually does a better job of preserving the fonts and letter spacing.
