Any way to preserve layers when cutting and pasting?

I have 2 grouped objects, each on its own layer. The objects are on top of each other. I want to copy or clone both objects, then paste a copy of the object elsewhere. I want the layers to be preserved, but Inkscape always pastes the objects back into whatever layer I am on. Is there a way to do what I am trying to do?

It seems to me that Inkscape sometimes does things with layers that I don't expect, such that after several operations everything ends up on the layer I am on, instead of staying on the layer that I put the item on in the first place.

I can see where sometimes it would be nice to preserve layers when copying, and in some other cases you want to paste into the layer you are on. Perhaps if the user copies something on more than 1 layer, then the layers should be preserved, otherwise paste into the current layer.

I tried to find information about how cut and paste works with layers, but there was no mention of this in the online manual or in the forum.

It looks like creating a clone kept the items on the layers they were supposed to be on, where as copying and pasting did not. This gets me around the current problem anyway.
