Is it possible to use percent as ruler units?

I want to create a document, that separates into three equal parts. It's gonna be a leporello (folder).
Sure, I was able to calculate the distances in Millimeters for example, but it would help much to use percents as ruler unit. Then I could place guides at 33.3%, 25% or whatever. I couldn't find the option "percent" among the provided units in the document settings. This problem always occurs, when I want to use specific (relative) distances to the document's border. Is there another possibility?

Unfortunately you can't do it right now. That said, there are plans to improve handling of guides. New implementation still might have % as a unit. See http://wiki.inkscape.org/wiki/index.php/SpecGuidesImprovement for example.
