How to stitch or combine something together

I'm trying to make a brochure in Inkscape. I Have all three panels for one side done. I did three panels separate with the appropriate measurements. Now I need to stitch or combine them so I can save as a PDF document. Any ideas?

do you need the panels as separate pages or as a single page?
