Filters are not working version 0.91 in Windows 10 (morphology >outline)

I was previously working with an older version of inkscape and windows and the color outline was working fine. However, I recently switched over to a newer computer (asus zenbook N501VW) that runs Windows 10. I imported and opened my .svg files from my old computer and some of the vectors maintained their filter preferences and some didn't. I tried to start from scratch for the vectors that didn't maintain their preferences. But when I created a new vector and added an "outline" filter on it, the filter step would collapse the image and would show signs that the filter is responding but not performing the task that it should be. For instance, the filter editor would immediately squash the image so it was extremely wide and short and would change the color but not add a filter. My end goal is to add a thin off-white outline on some arrows so I can manipulate them template style. Please help!
