this depends on which version you are using, and which operating system you are on.

If you want to use a version that contains many bugfixes for 0.91, but no new features, you will need to compile it yourself from source: https://code.launchpad.net/~inkscape.dev/inkscape/RELEASE_0_91_BRANCH
It is not yet released, so there are no pre-compiled binaries in existence.

If you want to try out the current developer version, visit https://inkscape.org/en/download/ and scroll down to the part about the development version. This version contains the bug fixes, but also new features and new bugs. Use at your own risk (just like any other Inkscape version, of course ;-) )

If you want to be notified when an update is available, the easiest way would be to subscribe to the inkscape-announce mailing list (beware: the list will move soon, so you may need to re-subscribe. This will also be announced on the list).

Or, if you are okay with more mail traffic concerning Inkscape, you can subscribe to the Inkscape user mailing list.

Then there's twitter (https://twitter.com/inkscape), google+ (https://plus.google.com/+inkscape) where we will announce new versions, our website (https://inkscape.org) and the RSS feed for Inkscape news (https://inkscape.org/en/news/feed/ ), so plenty of options.
