Hi Sebastian,

just out of curiosity: what's the publication about? (and why Inkscape 0.48.1 - and not the current version?...)
And what do you mean by 'citing'?

Publishing code excerpts? Or just mentioning the name? (is this related to the forum thread at inkscapeforum.com? Bachelor thesis about responsive webdesign?)

In general, I think you should mention the name of the program (Inkscape), the licence (GPLv2+) and give a link to the website (https://inkscape.org), and maybe even to the source code for the mentioned version (list of old release files available here: https://inkscape.org/en/gallery/=inkscape-package/).
For the author, just use 'Inkscape project' or 'Inkscape project contributors', as there is no single author.

If you like, you can of course link to the authors file: http://bazaar.launchpad.net/~inkscape.dev/inkscape/trunk/view/head:/AUTHORS - but I don't think that's really necessary (especially as the link will probably bitrot in the near future, if Inkscape moves away from launchpad).

I think it should be something like this (as a bibtex entry) :

@software{Inkscape,
  author = {{Inkscape Project}},
  title = {Inkscape},
  url = {https://inkscape.org},
  version = {0.28.1}, % current version is 0.91 by the way
  date = {2011-03-04}, %release date of 0.48.1
}

(@software is an alias for @misc)
