Hi Carl,

this depends a lot on the kind of picture you have.

If it is a raster image (jpg, png, gif, ...), then it will probably be easier to use a raster graphics editor, like the Gimp (http://gimp.org) for this kind of task.

If it is a vector image (svg, some pdfs, ps, eps,...), you will want to remove the old text object and add a new one using the text tool (keyboard: t).
To learn how to do this, take a look into the introductory tutorial inside Inkscape (Help -> Tutorials -> Basic).
You might need to ungroup the image first (Shift + Ctrl + G).

Anytime you get stuck, first look into the status line at the bottom of the window. It will give you useful hints that can help you solve the problem.

Also see https://inkscape.org/en/learn/ for links to more tutorials, manuals, and other info sources - and visit https://inkscape.org/en/community/ to find how to contact other Inkscape users via forums, chat or mailing list.

Kind regards,
 Maren
