Hi Peter,

you can import many image formats into Inkscape via File -> Import...

But first you need to export the map from its source.
If you want to use openstreetmap, for example, find a guide here:
http://wiki.openstreetmap.org/wiki/SVG
or just use the 'share' feature on their website in the bar at the right (the little "frame with an arrow" icon).
