Inkscape Crash of pre3 when using effects (python)

When using inkscape version 0.46 pre3 under windows vista Inkscape crashes when using any effect. E.G. Menu Effects -> Color -> Desaturate. I tried many of the effects all crashed. I get an popup window

and after pressing ok windows tells me that inkscape is no longer repsonding and gets closed.

This bug has been fixed (bug 204779) in pre4

The last comment on that bug suggests to use pre4 version or daily build not older than 28th March
