Where should I add an open source SVG file viewer for Windows users in Inkscape project?

The little app works like a charm and it is very helpful for Windows users to work with Inkscape and SVG files with more comfort and ease inside Windows platform.

what do you mean by 'add'?

Ops. I`m sorry then. Maybe I`m too eager to collaborate to this project but am not doing my homework (read all sites related to the project) correctly. Thanks for the answer!
