I would like to reset to all default settings

I'm a newbie to inkscape and would like to know how to reset everything back to orginal time of downloading.

Which version of Inkscape do you have installed, on which OS?

Inkscape does not include a single-click button to reset the user preferences to default settings quickly.

To reset the preferences, quit all running Inkscape sessions, and rename (as backup) or delete Inkscape's current preferences file. The next time Inkscape is launched, a new preferences file with default settings will be created automatically.

The location of the preferences file, and how to navigate in the file manager to the folder containing it varies depending on which operating system is used (the folder is usually hidden (by convention or system settings)).

The full path to the preferences file can be looked up within Inkscape: Open 'Edit > Preferences' and select 'System' in the list on the left: in the right pane you find the paths to Inkscape's user profile ("User config"), and to the preferences file itself ("User preferences").

0.45 was released more than 8 years ago - likely you have the last bug-fix release of the 0.48 series installed: 0.48.5?

Note: the current stable version is Inkscape 0.91, and the details described in the earlier comment are based on that version - the preferences dialog in older versions of Inkscape looks slightly different, and the information about the 'User config' folder can be found in 'File > Inkscape Preferences' under 'Misc > System info'.
