User Interface Customization

I have changed my scroll setting to Zoom (My typical preference).
Is there a "Hand" tool to easily move around (without selecting) a zoomed screen?
How can I add it to the toolbar(s)?

Thank you Mc. That was helpful, however, I would prefer an all mouse solution. Also, if something IS selected, the action creates a multitude of clones :)
