Hi Rachel,

to resize an object in Inkscape, keeping the same width/height ratio, just hold Ctrl down while pulling / pushing on the resize handles (F1 for selection tool, then click on object, use the arrows that then show up).

If you really only want to resize photos, then Inkscape is probably not the software you are looking for. Inkscape is a vector graphics editor, while photos are raster graphics. See an explanatory graphic here: http://quasdar.deviantart.com/art/Bitmaps-vs-Vectors-323184682

For resizing photos, you can use most photo viewers, or, if you need more options, the Gimp (http://gimp.org), which is a powerful raster graphics and photo editing program.
