Hi leslie,

usually, a double-click on the file will open it.

It may happen that the file will be opened with another program, like Firefox.
You can change this by right-clicking on the file, and then following the steps that are necessary to select a default program for opening that kind of file for your operating system. These vary, so I cannot give you specific steps for it.

If that is too complex, then just open Inkscape, and then go to File -> Open..., then browse to the directory where your file is, click on the file name and then click on 'Open'.
