Tiled Clone Not Centering

I created a circle 13.30 inches by 13.30 inches (Red). I then duplicate that circle (light teal) and scaled it down and centered it on my page so I could use that as my rotation center for creating a clock face pattern. I created a vertical rectangle and centered it on the vertical axis. When I went to use the Tiled Clone function it created a pattern outside my circle. Trying different things I created another rectangle only this time at the bottom of my circle. This time is created too tight of a pattern. I am attaching a screen shot so you can see where I placed my center but where the actual center is occurring. Do I have something set wrong?

If I create a tiled clone using the white rectangle it is centering off the same location as the black rectangle.

looks like https://bugs.launchpad.net/inkscape/+bug/168651 which will be corrected in next version...
In the meantime, it should not happen if you do it in a newly created layer
